2026 Octagon Music Hub Needs Analysis

The Octagon Music Hub Needs Analysis was commissioned to develop a clearer understanding of music education across Dorset and Somerset and to help shape future strategic priorities, investment and partnership working. Undertaken by independent consultant Philip Flood between October 2025 and March 2026, the research draws on stakeholder interviews, surveys, visits, desk research and engagement with schools, young people, parents, music educators, cultural organisations and delivery partners across both counties.  

The report identifies significant strengths within the region’s music education landscape, including strong school-based provision, committed delivery partners, effective classroom instrumental learning programmes and a growing emphasis on inclusion and partnership working. At the same time, it highlights a number of challenges, including uneven access linked to geography and transport, financial barriers to participation, inconsistent progression pathways, workforce pressures and limited visibility of opportunities across the wider system.  

The Needs Analysis sets out a series of strategic recommendations and implementation priorities focused on improving access, strengthening progression, supporting the workforce, increasing coordination across partners and developing a more connected, inclusive and sustainable music education ecosystem. It also includes detailed analysis of geographic and cultural “cold spots” across Dorset and Somerset, helping to inform future place-based planning and targeted investment.  

Grant, Partnership, Procurement & Commissioning Policy

This policy sets out how Octagon Music Hub makes fair, transparent and accountable decisions when awarding funding, commissioning activity or procuring services.

It explains how different funding and partnership approaches are used, depending on whether Octagon Music Hub is supporting public-benefit activity, commissioning delivery or purchasing services. All decisions are informed by local need, data and the Local Plan for Music Education, and comply with Arts Council England, Department for Education and public sector governance requirements.

The policy also outlines how conflicts of interest are managed, how decisions are recorded, and how transparency and value for money are ensured.
